Philippine Housing Fair 2009

Update: The 4th Philippine Housing Fair that is supposed to be held on October 27 to 29, 2009 at the Megamall Megatrade Hall has been postponed to December 27-29, 2009. My wife has confirmed this with the Megatrade Hall office. Please be guided accordingly.

My very first post in Foreclosure Philippinesย (formerly Foreclosed Real Estate Philippines) was aboutย theย 3rd Philippine Housing Fair (2008). ย I can’t believe almost a year has passed since then! Now, the 4th Philippine Housing Fair (2009) is almost here, and Foreclosure Philippines is nearing its first anniversary.

Around this time of the year, people normally spend most of their money on Christmas gifts. This time, why not invest it on a place you can call your own? The Philippine Housing Fair 2009 can be looked at as a tiangge or bazaar featuring acquired assets for sale.

I haven’t found any official announcement yet about the 4th Philippine Housing Fair but based on the SM Megatrade Hall website, it shall be held on October 27-29, 2009 at Halls 1 and 2 of the SM Megatrade Hall:

The Philippine Housing Fair 2008 was also held at the SM Megatrade Hall and I was fortunate enough to have been able to attend it. I’m sure a lot of ย home buyers andย investors have benefited from it. This year, hopefully more people will be able to attend.

When I attended the Philippine Real Estate Festival 2009 last July, I received a copy of the Housing Fair Fact Sheet at the booth of ย theย National Home Mortgage Finance Corporation (NHMFC). ย At that time, they couldn’t tell me the exact dates for the event. I called them up recently and the person I spoke to told me that the tentative schedule for the 2009 Housing Fair is on OctobereDecemberย 27 – 29, 2009 at SM Megamall because the venue has already been booked for the event. He also said that this is most probably the final schedule as he believes they probably can’t change the schedule anymore.

Anyway, let me share below the contents of the Housing Fair Fact Sheet which I got from NHMFC’s booth at the 3rd Philippine Real Estate Festival.

Bakit ka Mangungupahan pa? Kaya mo namang magkabahay na! (Why rent? You can buy a home now!)

Objectives

The Housing Fair aims to:

  • Assist and provide non-wage benefits to the government and private sector employees, including Overseas Filipino Workers to acquire housing units at affordable cost.
  • Fast track the disposition of acquired assets of key shelter agencies and government financial institutions

Participating Agencies:

The Housing and Urban Development Coordinating Council (HUDCC) spearheaded the conduct of the Housing Fair in coordination with the key shelter agencies and government financial institutions.

The selling key shelter agencies and government financial institutions that will dispose their acquired assets are the following:

Qualified Borrowers/Buyers

All government and private sector employees including the Overseas Filipino Workers are qualified to avail acquired assets in any of the participating selling agencies.

Income Requirement

Applying the provision in the General Appropriations Act (GAA), the net take-home pay of a government employee should not be lower than P3,000.00. Deduction for the program will be prioritized next to the statutory deduction.

To improve the borrowing capacity, the GSIS, SSS, and Pag-Ibig Fund will allow additional proof of income, e.g., income from sari-sari store, etc. These agencies also allow tacking in of co-borrowers. Pag-Ibig Fund allows co-borrowers up to 3rd degree of consanguinity or affinity, provided that they are Pag-Ibig members.

The inventories of the acquired assets can be found at the respective booths and the websites of the participating selling agencies.

Status/ Conditions of the Acquired Assets

  • The properties shall be sold on an โ€œas is, where isโ€ basis.
  • The buyer acknowledges that he has been given the opportunity to investigate, inspect, and verify the assets offered to ascertain the actual conditions as well as the status of the titles.
  • For occupied units, the buyer shall be responsible for the ejectment of squatters and/or occupants on the property subject of sale.

Steps on How to Apply for an Acquired Asset

  • Scan for properties from the list provided by selling agencies;
  • Once you have selected the property, go to the concerned selling agency to inquire about the property;
  • Fill up the reservation form provided by the agency. (For Pag-Ibig Fund, attend first the Pag-Ibig speak-up portion and get the Certificate of Attendance afterwards);
  • Conduct inspection of the property before paying the reservation fee or downpayment; and
  • Pay the reservation fee/downpayment and submit the necessary documents at the office of the selling agency.

Documentary Requirements

The prospective buyer shall submit the following documentary requirements to the selling agency that owns the property:

  • Community Tax Certificate or cedula
  • Proof of income (latest income tax return, certificate of employment and compensation, latest payslip)
  • Marriage Certificate (if married)

Additional Requirements

  • 2โ€x2โ€ I.D. picture

  • Tax identification number (TIN)
  • Copy of any government-issued I.D. (e.g., SSS, Voterโ€™s I.D.)

    need po advice about sa property na nagustuhan ko, newbie lang po sa pagbili ng forclosed, ganito po nasa national home mortrage finance corp yung property. Sabi po sa amin ng NHMFC na magbabayad kami ng litegation expences na 39k para ma forclosed yung property and after 6 months 250k price nang house and lot. and magkakaroon pa po daw nang redemtion period na 1 year yung dating me ari. sabi po saming ng NHMFC pag nagavail yung dating me ari within 1 year period sa kanya parin yung property nya tapos lahat ng payment namin mababalik.
    tanong lang po.
    1.pati po ba litegation expences maibabalik samin pag nag redeem yung dating me ari ng property

Hi Ferdz, I saw 2 house and lots from Antipolo in the list of RCBC Savings Bank foreclosed properties for auction on September 29, 2012 (the list can be found here: https://www.foreclosurephilippines.com/2012/09/rcbc-savings-bank-foreclosed-properties-dream-buys-auction-september-29-2012.html , but I believe both are occupied at the moment based on the listing (they both are marked as occupied/with legal impediments).     i’m april from general santos city, i just want to ask about the process of evicting the occupants of a foreclosed unit. i have purchased a unit from the NHMFC last year. have paid them 10% downpayment and yung sa ROD. nag lapse na po yung 1 year redemption period. gusto po naming ipa sheriff and they told us that we should prepare about 30k for the whole process, tama ho ba un? last year before i applied to purchase the unit NHMFC told me na hindi aabot ng 10k and pagpapasheriff, bat ganun? 10% dp + 30K sheriff + renovation expenses = dapat pala kumuha nalang ako ng bagong subdivision unit…

Hi Melody, โ€œAs-is, Where-isโ€ means you as the buyer agrees to purchase the property at its present physical condition including but not limited to any problems or legal issues the property maybe involved in. Best practice is for the buyer to thoroughly inspect the property and check for any lis pendens, annotations, etc., on the TCT plus trace-back plus any arrears on taxes, dues, etc. that maybe for the account of the buyer.

      1. Just saw this post. Thank you for all the information. We attended the Fair last 2009 and we found a lot in Antipolo under pag-ibig. We were advice to visit the site but when we got there, no one knows where the property is. Hanapin lang daw namin. Does this really happen na they can not give details on the property they are selling? Til now we haven’t got feedback from them.

    1. Hi Lora, salamat! Naiintindihan kita, kahit dito ako sa based sa Pilipinas, ganyan din ang iniisip ko, kagaya ng karamihan sa atin, ma pa OFW man o local based. Ang maganda eh naisip mo nang mag invest! Kung July 2010 ka pa uuwi, ayos yon kasi by that time mas may oras na ako para makatulong sayo!

    I was browsin the net and stumbled on your website. I am looking forward for the housing fair this december. Actually my concern is with the NHA project, last july a portion of Tatalon was demolished and we acquired a small lot 48sqm. Problem is NHA is sooo slow to distribute the papers, what they did was gave us the Conditional Contract to Sell to be filled up and returned to them. I have a property here in Rizal, but I would like to construct a small house in tatalon, budget would be 400k. Now my problem is, I was browsin Pag-ibig and already inquired in private banks for lot and housing construction loan, but all of them requires transfer certificate of title. I’m loss and confused on how can I get them since once NHA returns the papers, an certificate would be given for the start of monthly amortization. Do you think the housing fair would be a good venue to share my problem? Do you have any advice on this kind of situation?

    1. Hi Myrna, pwede ko email sayo mga listings pero check ko muna kung updated sila. Tsaka kung Nov 25 to Dec 8 ka dito, sayang sayang naman at hindi mo maabutan yung housing fair. Anyway, e-mail ko na lang yung listings na inlcuded sa housing fair, kunin ko sa websites ng housing fair participants. Kamusta na lang sa mga kababayan natin diyan sa HongKong!

    1. Im also planning to invest on preowned properties but my doubt is there might be “hidden” expenses. Aside from the cost of the property and taxes (DST,ZV, Local Taxes, insurance) meron pa bang ibang mga gastusin?

    2. Kung may financial obligation ang dating owner, (e.g. sa electricity or cable tv), would the buyer be liable on that?

    3. yung taxes na babayaran ng foreclosed property are (more or less) the same taxes na babayaran ng new house and lot packages?

    1. Hi Nhorvel, natuwa naman ako sa comment mo! Hindi naman siguro public servant, I just want to share what I have also learned from others who unselfishly shared their knowledge to me. I’ll try to answer your questions below:

      1. Other expenses that come to mind include maintenance and repair costs, arrears for utilities and homeowner or monthly association dues.
      2. Usually the bank shoulders these but if these have not yet been settled at the time you intend to buy the property, the bank may enforce the usual “as-is where-is” policy and you as the buyer will have to settle this as part of the purchase.
      3. Yes, taxes for new and foreclosed properties should be the same.

        Is it the bank’s obligation to inform the buyer if these properties have “cases”/”issues”??

        Is this like beware of any notices that says “as-is where-is” policy?

          I believe it is their duty to disclose these but I also believe that the buyer should ask these questions up front as part of due diligence.

          Yes, when one sees the “as-is where is” policy, buyers should be aware that if they buy a property, the buyer also agrees to purchase the property at its present physical condition including but not limited to any problems or legal issues the property maybe involved in. Again, the best practice is for the buyer to thoroughly inspect the property, and check for any lis pendens, annotations, etc., on the TCT plus trace-back plus any arrears on taxes, dues, etc. that maybe for the account of the buyer.

    1. Hi Neh,

      Usually walang auction sa housing fair, nagbibigay lang sila ng available listing of foreclosed properties/acquired assets available for sale kaya no need na magdala ng show money. Minsan meron din na mga seminars pero up to now wala pa silang announcement para sa daily activities.

      Advice ko lang is agahan mo ang pagpunta para meron ka pang makuhang listing. Normally sabay sila mag-open sa mall so around 10am open na booths nila.

I just want to ask how much would it costs to transfer the title under my name… for example the property is under HGC’s name or under a bank’s name or any government agencies name. Also, if the property is occupied by an illegal occupant & a notice to vacate was already issued but still they don’t want to leave the property, what is the best thing to do? To consult an attorney? etc? Please also give me some ideas/ factors to consider first before buying a foreclosed property. Thank you! Hope to hear from you soon.

    1. Hi Dessie,

      It would depend on the lending institution but the common taxes and fees for the account of the buyer would include Documentary Stamp Tax (DST) which is 1.5% of the selling price(SP) or zonal value(ZV) whichever is higher, Transfer Tax which ranges from 0.25% to 0.75% of SP or ZV whichever is higher, and registration fee which would depend on the SP and other applicable taxes and fees depending on the location of the property.

      With regard to properties occupied properties, my rule of thumb is I walk away from them. There are simply so many properties out there that are unoccupied. Besides, the occupants might be holding on because they really might have a good reason to do so.

      Lastly you should also consider if it really is a good investment that can generate enough cashflow. In my case, I prefer properties that are self liquidating at the very least.

  19. Hi Mr. Jay ask ko lang po pag foreclose po ba ang property twice din bang babayaran ang transfer fee and registration fee sa Registry of Deeds? kasi yung tawag po nila double entry. paki explain po kc di ko maintindihan. thanks po.

    1. Hi Julz,

      Usually, when a bank forecloses a property, they consolidate the title and transfers it under their name and they already take care of the taxes,transfer fees, etc. When a buyer decides to buy the acquired asset from the bank, the buyer will then have to shoulder the transfer fees when the title is transferred from the bank to the buyer.

      I suppose the double entry you mentioned would happen if a property’s title has not yet been consolidated by the bank and then there is already a buyer. The bank may still require that the property be transferred to the bank and then to the buyer, hence the double entry or transfer. Please let me know if you need further clarifications.   20. thanks sir jay. sir, i’m really interested to invest in foreclosed properties. i have visited your site now for while and have read several books about real estate investing. as of now, i’m trying to get contact details from banks (asset recovery sections) and i’m trying to get lists of their foreclosed properties here in Cebu. i have read that i need p100,000 to start my first deal (is that true?). i have not yet reached that amount, but i’m looking forward to investing in real estate, hopefully soon.

    1. Hi JD, you’re welcome and there’s really no need for the “sir” hehe. The 100K is just a rough estimate depending on the price and condition of the property you are going to buy. For example, if you intend to buy a property worth Php400K and the minimum DP is 10%, then your first 40K would be for the DP. i suppose the maximum acceptable cost for repairs in this case would be around 20K, then the remaining 40K would be for taxes and transfer costs. Of course you will also consider holding costs like the monthly amortization, association dues, etc. if the property takes time to get sold/rented out.

    1. Hi jdlasmarias, I’m not really sure if there will be a similar housing fair to be held simultaneously in the Cebu area. If I do find any announcement, I will also post it here. By the way, the Buena Mano Green Tag listings for the Visayas area should have properties in Cebu. I have yet to scan it but it is already next in line, please watch for it.       1. Sheryll, ayaw kabalaka. Di ta pasagdan ni Lord. Di ko maka-attend kay diri ko sa Manila. Sa Megamall ra ko mag-attend sa December (kay na-uswag ang schedule). Mag-post ko unya sa mga schedule sa housing fairs. By the way, tinulungan lang ako ng misis ko na makareply in Cebuano dialect. ๐Ÿ™‚
