UPOU offers Continuing Professional Education Program on Land Valuation (CPEPLV)

I have been very curious about the UP Open University since it started. Unfortunately, I have not found a course to my liking, until now. I am currently very interested in taking up the Continuing Professional Education Program on Land Valuation (CPEPLV) which is being offered by the University of the Philippines Open University (UPOU). In relation to RA 9646 or the RESA Law…

The Program Goal, which is related to the RESA Law which everybody is talking about in the real estate industry, is as follows:

โ€œThe Continuing Professional Education Program on Land Valuation (CPEPLV) aims to develop technically competent, responsible and respected professional appraisers or valuers whose standards of practice and service shall be globally competitive and will promote the growth of the real estate industry. This program goal is adopted from the Declaration of Policy of the Real Estate Service Act (RESA) of 2009, otherwise known as RA 9646, Art. I, Sec. 2.โ€

I really like it that this course is very professional and is being conducted by the UPOU no less. Furthermore, based on the news in http://www.upou.edu.ph/news/news2010/lamp.html, this program is the first formal land valuation course of international standard in the Philippines. According to the said news article, the program is supported by the Australian Government Aid Program and the World Bank, and is the result of a collaborative effort between Australiaโ€™s Central Queensland University, the UPOU, the Department of Finance, and the Department of Environment and Natural Resources through the Land Administration and Management Program Phase 2 (LAMP2). Sounds big time! I love it! ๐Ÿ™‚

I e-mailed [email protected] to inquire, and I received a response promptly. For everybodyโ€™s reference, the standard reply is as follows:

โ€œDear All,

Thank you very much for your interest in the UP Open Universityโ€™s Continuing Professional Education Program on Land Valuation (CPEPLV).

The Program consists of four (4) stand-alone courses, each totaling 48 hours of instruction. These courses focus on key areas of real property valuation/appraisal such as (i) Introduction to Land Valuation; (ii) Development Controls and Construction; (iii) Land Laws and Planning for Development; and (iv) Statutory Valuation. A certificate of completion will be awarded for each successfully completed course.

CPEPLV targets new entrants to real property valuation profession and current practitioners, such as government and private appraisers, and local government assessors, as part of their continuing professional development. Those applying to enroll in any of the CPEPLV courses must have a Bachelorโ€™s degree in any field as minimum qualification.

The certificate courses will be initially offered on May 29-September 18, 2010 via online mode. Registration will be on May 7-22, 2010. Fee is PhP 6,000.00 per course (inclusive of PhP 500.00 application).

In the application form, you may only enroll in two courses at most. Since the first two courses are pre-requisites for the last two courses, interested applicants may only check (1) Introduction to Land Valuation and (2) Development Controls and Construction.

Deadline for filing of Application Form: April 16, 2010

Since the deadline for application is very near (the application form must be received by theย  Faculty of Management and Development Studies, UP Open University, Los Baรฑos, Laguna on or before 16 April 2010) anyone interested must act immediately!

My thoughts about this online course on land valuation

Personally, I would like to see how this online course stacks up against the Buy and Sell mentoring course by Engineer Enrico Cruz that I am taking right now, which also has a portion about land valuation. (Sorry, I can’t tell much about the seminar as per the General Conditions which all students must agree to and sign)

What I can say however is I prefer live seminars as I get to interact with fellow students and the lecturer. I can also network with fellow investors/mentors and I get to ask questions that get answered right away. Anyway, let’s just wait and see how it goes for my wife if ever she does enroll for this course on land valuation, which would be her first related to real estate.

I just hope this would help her help me with our real estate investing activities, especially with determining property market valuesย  and finding great deals, not just from foreclosed properties but also from properties that are for sale by owners or FSBO’s.

By the way, she says I should attend this so that I can at least say that I have studied in UP. Yeah right! ๐Ÿ˜‰

  2. I am currently taking up the Introduction to Land Valuation course online and we are almost delayed by a month or so. We’ve only tackled 3 modules since starting June, and our professor doesn’t participate actively in the forums.

    Since this course is not a major UPOU course, the UPOU admin is not really concerned with our predicament. I have emailed them twice regarding this and I haven’t received any news/updates from them.

    As for the other courses, i hear they are on time, but i don’t know how involved their professors are.

    1. I second Ivy. Sorry for my late reply. I totally do not recommend this course. I do not know if they have improved already. In my opinion, the professor during the first batch was not qualified to teach the course and did not devote enough attention to it.

      HOW TO REGISTER

      Last day of registration is March 3, or until all slots are taken whichever comes first.

      To be registered, deposit to BPI Account No. 4520-0002-38, account name of Urban Institute of Real Estate; Sta. Elena, Marikina Branch, as follows:

      1. Non-refundable reservation deposit in the amount of P2,000.00.

      2. Balance of P8,000.00 and others are payable on the first day of the Mentoring Program.

      Immediately before making the deposit, you must first verify availability of slots by texting CP No. 0916-426-9174 or 0921-683-9431. You will receive a text message confirming availability of slot which will be temporarily reserved for you until 12 noon of the next day.

      After making the deposit, please immediately (before expiry of the temporary reservation) text us your name, date deposited and the code number of the machine validation in the deposit slip.

      CANCELLATION OF SEMINAR

      1.) URBAN Institute reserves the right to cancel the program or alter the date(s), change the venue or change the speakers for any topic. In the event that we need to cancel the program or change a scheduled seminar/date due to severe weather condition, illness, political/social unrest and whatever other reasons, we will inform you by texting or email through the cell phone number or email address that you have supplied us during your inquiries.       LECTURERSโ€™ PROFILES

      ENGR. ENRICO S. CRUZ has almost 40 years of working experience in the field of engineering, construction, real estate and education. As a Civil Engineer, he taught after graduation for five years in his alma mater, Central Colleges of the Philippines and at the same time, he manages his own construction company, Enrico Engineering and Management Services. He was the Vice-Dean for Engineering for two years.

      He placed 1st in the real estate appraisal board examination in 1994 and 8th in the real estate brokerโ€™s board examination in 1988. He is also a licensed real estate consultant and a real estate fellow.

      His past membership in real estate organizations includes the Chamber of Real Estate and Builders Associations, Inc. (CREBA), Real Estate Brokers Association of the Philippines (REBAP), where he was past president of the Marikina Chapter; Philippine Council of Real Estate Educators (PHILCORE) and PHilippine Association of Realty Appraisers (PARA).

      At present, he is the President of URBAN Institute of Real Estate engaged in real estate education; United Realty Brokers and Appraisers Network, engaged in realty brokerage, appraisal and consultancy. He is also the former Chief Operating Officer of First Amson Realty Development Corp. that was involved in housing and land development.

      Author of โ€œComprehensive Notes and Reviewer for Real Estate Brokersโ€ and โ€œMastering the Real Estate Brokerโ€™s Examโ€ and handouts/study materials for various real estate seminars.
